Module 3
Monitoring & Evaluation Plan
The M&E plan turns each indicator into an operational instruction: where will the data come from, how will it be collected, how often, by whom, and how will it be used?
| Indicator | Data source | Method | Frequency | Responsible | Use of data |
|---|
Data flow
Field → Database → Analysis → Decision. Define each handoff.
Quality assurance
Plan periodic spot-checks and data audits to detect errors early.
Capacity & budget
Allocate ~5–10% of program budget to M&E; plan training for data collectors.
Practitioner tips
- 1
One indicator, one owner. Every indicator needs a single accountable person. Shared accountability quickly becomes no accountability.
- 2
Triangulate sources. Wherever feasible, validate quantitative findings with at least one qualitative source (KII, FGD or observation).
